Medicaid has slightly increased the regional rates throughout the state. For applicants in Nassau and Suffolk counties, the rate has increased to $14,012; for New York City, it is now $13,415.
Regional rates play a critical role in calculating penalty periods for Medicaid applications when the applicant has made nonexempt gifts or transfers during the five-year lookback period prior to admission to a nursing home. There is currently no penalty period imposed for applications made prior to an application for home care.
